What happens when an operator remotely requests a locked MDM file?

The locked program is not delivered. The response can be configured so the CNC receives a message file telling the operator that the requested program is locked and whom to contact. That behavior is document control enforcing the release state at the point of use.

Test the operator experience for both an approved file and a locked file; the denial should be clear enough to avoid repeated requests or workarounds.
